Project Timeline
Met with DMCI on the possibility of building additional parking spaces to address the parking problem in the vicinity of the Town Hall building. DMCI to submit a plan in June. The plan for an underground facility was conceived.
BOG met with the Barangay to discuss the parking problem and suggested that an underground parking facility in the park with DVA and Barangay sharing the cost. At that time, Barangay had 45 vehicles. The underground parking will accommodate both the Association’s and Barangay’s vehicles including those owned by guests transacting business with both offices. No decision reached.
BOG suggested a circular be issued to residents to explain the parking problem in the Town Hall area and the need to build an underground parking facility in Campanilla Park.
Special Projects for 2018 – Previous BOG made a presentation to the newly-elected BOG Special Projects Committee members of an underground 2 level parking facility in Campanilla Park to address the lack of parking space.
Met with DMCI who gave their assurance to support the project by providing an engineering design for it.
Solicited support from Ayala Land, decided to disseminate benefits, and allocated funds for the project.

DVA President followed up on the status of the architectural plans on the Community Center which will be presented to the residents.
BOG Resolution 2020-1226 – approval of a ₱200 Million budget for the Community Center without special or additional assessment to the members.
Plans for the Community Center, amenities, and features were presented to the members at the AGM.
Arch. Ogie Quiambao of WVCA submitted plans for the Community Center for approval of the Board.

Prepared invitation letter to contractors with Terms of Reference (TOR) for them to submit bids for the project. DCCD, Abcede, Aliling, Oscar Salvacion’s senior officers and DMCI were sent invitations.
Use of pre-fabricated steel frame together with steel decking which will be bolted together was being looked into to reduce costs. Arch. Willie Coscolluela and DCCD was going to look into this possibility. No decisions reached.

Board waited for an updated proposal from DCCD for the project’s management. Once this was settled, DVA is able to accept bids from 3 suppliers. The winning bidder should be able to start early next year.
Approval of the project management proposal of N.B. Biay for the Community Center was approved in the amount of 2.7 Million. (Board Resolution 2021-1261)₱
Discussions about the Community Center continued. N.B. Biay to meet with team of Arch. Willie Coscolluela about the design and space requirements. Another meeting will be scheduled to discuss the revised floor plan after which bidders can submit bids.
Discussed with Arch. Willie Coscolluela the relocation of the barangay office, security, post office. This will free-up more park space. The plan is to relocate the security and barangay offices to the Community Center.
Dramatic increase in prices, disruption of supply of materials.
Arch. Ogie Quiambao of WVCA asked for 2 months to complete the plans.
All plans were submitted to Engr. Nelson Biay. Invitation letters sent to AAA contractors for general construction. A decision was made to separate all the specialty contractors from the general contractor to further reduce construction costs.
Project Manager contacted bidders. A suggestion was made that bids should include obtaining permits.
Discussion concerning Community Center. Engr. Nelson Biay to set a clarificatory meeting with individual contractors on concerns raised about the bids.
Opened bids for the Community Center for BOG review and decision.
The BOG awarded the contract for general construction works to Metro Stonerich Corporation for being the lowest responsive bidder.
Notice to Proceed was issued to Metro Stonerich Corporation. Further, Engr. Nelson Biay prepared the construction contract.
The downpayment for Metro Stonerich was approved.
Bids of the lowest responsive bidders for Sanitary/Plumbing Works & Fire Protection Works, and Electrical/Auxiliary Works were accepted. Board Resolution 2023-1301 was passed, awarding the Sanitary/Plumbing Works and Fire Protection contract to Philippine Plumbing Company, Inc. in the amount of 13.9 Million. Resolution 2023-1302 awarding the Electrical/Auxiliary works to Sage Tapping Point for ₱19.5 Million.₱
Board Resolution 2023-1309 authorized the Special Projects committee Chairman to sign contracts on the Community Center.
The Makati Urban Development Department and the Makati Law Department, in coordination with Barangay Dasmariñas, conducted a public hearing on the proposed DVA Community Center.
The purpose for the hearing was to obtain the approval for the project of 32 property owners within a 100-meter radius of Calumpang Park who will be affected by the project.
After the UDD presented their evaluation of the project wherein they stated that DVA’s project complied with all of their requirements, 23 property owners cast their votes — with all 23 in favor of the project.
